Scope
This procedure applies in all cases where a CHIS is to be used. CHIS is defined by Section 1(7) of RIPSA. A person will be acting as a source if they covertly (i.e. without disclosing their true purpose) establish or maintain a personal or other relationship with another person, in order to obtain information from that person or to disclose information obtained from that person or to provide access to information to another person. The definition of a source is not restricted to obtaining private information.
